However, only one out of seven key intersections will <br />operate acceptably during the p.m. peak hour. Minor roadway improvements will not have a <br />great enough impact to improve the operations. Therefore, it is recommended that internal <br />roadway configuration 2, described below, be constructed under year 2016 build conditions. <br />2. Build Twin Lakes Parkway from Mount Ridge Road to Prior Avenue (no connection to <br />Cleveland Avenue or Fairview Avenuel <br />• This includes constructing Mount Ridge Road from Twin Lakes Parkway to <br />County Road C2 and improving Prior Avenue from Twin Lakes Parkway to <br />County Road C. It should be noted that the internal intersections linking Prior <br />Avenue to Mount Ridge Road are assumed as roundabouts. <br />• These improvements provide access from the proposed development to County <br />Road C2 and County Road C, not directly to Cleveland Avenue at a future Iona <br />Lane (as depicted in Figure 4). <br />:-�� 9.14 In addition to the construction of internal roadway configuration 2, the following roadway <br />�f o improvements are necessary to achieve acceptable level of service operations: <br />`l'i'�1 <br />?�;z a.
