What follows is a <br />��s summary of the report's conclusions and recommendations. <br />217 <br />z�� 9.9 <br />L�y <br />22� <br />All key intersections currently operate at an acceptable overall LOS D or better during the a.m. <br />and p.m. peak hours with existing traffic controls and geometric layout. <br />zz� 9.10 The proposed development will be complete in 2010. Therefore, traffic forecasts were first <br />zl� developed for year 2011. The traffic generated by the Cleveland Avenue Hotel was also <br />,�:� included in the year 2011 build traffic forecast and analysis. It was assumed that internal <br /><« roadway configuration 1, described below, was in place for this analysis <br />. ��� <br />� <br />. .�� <br />�:jc <br />1. Build Twin Lakes Parkway from Mount Rid�e Road to Prior Avenue (no connection to <br />Cleveland Avenue or Fairview Avenue) <br />• This includes constructing Mount Ridge Road from Twin Lakes Parkway to County <br />Road C2 and improving Prior Avenue from Twin Lakes Parkway to County Road C. It <br />should be noted that the internal intersections linking Prior Avenue to Mount Ridge <br />Road are assumed as roundabouts. <br />• These improvements provide access from the proposed development to County Road C2 <br />and County Road C, not directly to Cleveland Avenue at a future Iona Lane (as depicted <br />in Figure 4). <br />• This is anticipated to be an interim condition. <br />%� � 9.11 Under year 2011 build conditions, four out of seven key intersections will continue to operate at <br />::�n an acceptable overall LOS D or better during the a.m. and p.m. peak hours with existing traffic <br />:�s controls, geometric layout and internal roadway configuration 1. To improve the operations at <br />��.o the failing intersections, the following roadway improvements are recommended: <br />���� <br />,�z <br />.. ;s <br />z�ia <br />a. Cleveland Avenue at Countv Road C <br />� Construct a dedicated westbound right-turn lane (with turn lane storage) <br />,�,. b. County Road C at Prior Avenue <br /><<:F� • Construct Prior Avenue as two lanes southbound into County Road C and one <br />>=�� lane northbound into Twin Lakes Parkway <br />���: • Install a traffic signal <br />,_ -<<, <br />� <br />z��i <br />;� � z <br />c. All Signalized Intersections <br />• Optimize signal timing <br />.� Upon implementing these recommended roadway improvements, all key intersections will <br />operate at an acceptable overall LOS D or better. In addition, the roundabouts on the new Twin <br />:-s Lakes Parkway will operate acceptably. However, motorists on the side-street approach of <br />,_,..
