�1`: v,.�. �� 1zt-w�1 e�w� - �� <br />� � <br />Clarifications for the RPCA for Item No: Sb ���� <br />CONTINUED Request by McGough Development (in cooperation with Nanette Pikovsky, property owner) for <br />a REZONING and GENERAL CONCEPT PLANNED UNIT DEVELOPMENT to redevelop the PIK <br />Terminal site, 2690 Prior Avenue (PF08-001 <br />Section 9.20 in the report should be deleted and replaced with the following: <br />9.20 Based on the traffic forecasts for this proposal, those anticipated in the near future, and the land use <br />contemplated in the Twin Lakes AUAR, this traffic study indicates that the construction of the internal <br />roadway network is critical to the minimization of impacts to the existing roadway network and <br />surrounding neighborhoods. <br />Another critical item for this development is the establishment of grades. If there is not a <br />comprehensive approach to the grading of this redevelopment area, the first development in will dictate <br />all the other ones to follow. For streets, utilities and drainage to work together, it is necessary to <br />establish the elevation of the road in relationship to the surrounding development. If a new development <br />is put in too high or too low, it can negatively impact future sidewalks, streets, utility construction, <br />environmental clean-up, and adjacent redevelopment. <br />As a result of this the DRC recommends that the improvements to the internal roadway network <br />Configuration 2: Build Twin Lakes Parkway from Cleveland to Prior Avenue occur concurrently with <br />the McGough permit being issued for redevelopment. By building the road network first, we will be <br />able to address DRC concerns about emergency vehicle access, subdivision code compliance, safety, <br />and traffic impacts to surrounding neighborhoods. Also we will be able to ensure that the decisions of <br />one developer will not impact the ability of other property owners to redevelop. <br />Section 11.2 should be deleted and replaced with the following: <br />1 1.2. Based on this proposal and those anticipated in the near future, predicated on the overall transportation <br />system plan contemplated in the Twin Lakes Master Plan and as studied in the Alternative Urban Area <br />Review, the following roadway network improvements shall be implemented concurrently with the <br />McGough redevelopment approval: <br />a. Internal Roadway Configuration 2: Build Twin Lakes Parkway from Cleveland Avenue to Prior <br />Avenue <br />• This includes constructing Mount Ridge Road from Twin Lakes Parkway to County Road C2 and <br />improving Prior Avenue from Twin Lakes Parkway to County Road C. It should be noted that the <br />internal intersections linking Prior Avenue to Mount Ridge Road are assumed as roundabouts. <br />• This is anticipated to be an interim condition. <br />b. Cleveland Avenue at County Road C <br />• Construct a dedicated westbound right-turn lane (with turn lane storage) <br />c. County Road C at Prior Avenue <br />• Construct Prior Avenue as two lanes southbound into County Road C and one lane northbound <br />into Twin Lakes Parkway <br />• Install a traffic signal <br />d. All Signalized Intersections <br />• Optimize signal timing <br />
