4.10 The submittal includes a discussion on storm water management. However this plan and <br />the subsequent improvement must receive the support of the Rice Creek Watershed (see <br />attached e-mail) and approval by the Roseville Public Works Department. Based on the <br />proposed increase, additional impervious coverage is very limited and therefore assumed <br />that minimal storm water improvements will be required. <br />4.11 Minimal grading is necessary to accommodate the two additions and parking lot <br />reconfiguration. A grading plan will be required at the time of building permit submittal <br />that must include erosion control measures and address storm water management. <br />4.12 The proposal includes a landscaping plan for the revised courtyard. This plan has been <br />reviewed and approved by staff. However, a condition will be added that this landscaped <br />area include irrigation. <br />5.0 REVIEW of CONDITIONAL USE PERMIT: <br />5.1 Section 1013.01 requires the City to consider the following criteria when reviewing a <br />Conditional Use Permit: <br />a. Impact on traffic <br />b. Impacts on parks, streets and other public facilities <br />c. Compatibility of the site plan, internal circulation, landscaping and structure with <br />contiguous properties <br />d. Impact of the use on market value of contiguous properties <br />e. Impact on the general public health, safety and welfare <br />f. Compatibility with the City's Comprehensive Plan <br />5.3 Permitted Uses. The City Planner has reviewed the proposed improvements to the <br />existing church and concluded the proposal meets these criteria. Specifically, the <br />construction of a new handicapped accessible entry, restrooms, office, library, and <br />classrooms, are permitted in an R-1 District by issuance of a Conditional Use Permit. <br />5.4 Traffic. The new additions will not significantly increase traffic on Roselawn Avenue or <br />require additional public facilities. Traffic counts in 2001 on Roselawn Avenue in the <br />vicinity of the church property 2,600 vehicles (west of Cleveland) and 2,400 vehicles <br />(east of Cleveland). The 2010 traffic estimate for this section of road estimates an <br />increase to 3,100 and 3,500 vehicles respectfully and the 2020 estimate indicates an <br />increase to 4,250 and 3,750 respectfully. The capacity of Roselawn Avenue per lane is <br />4,000 to 6,000 vehicle trips per day. <br />5.5 Compatibility. With proper exterior building treatment, drainage, and landscaping, the <br />building will not have an impact on surrounding property or values. <br />5.6 Health Safety.
