4.0 REVIEW of REQUEST: <br />4.1 Rose Hill Alliance Church seeks approval to construct two additions totalling 4,012 sq. ft. <br />The additions include a new handicapped accessible entry removing a portion of the <br />interior court yard and a classroom/office/library addition on to the east side of the <br />existing structure requiring a parking lot modification. Other improvements include a <br />new courtyard and landscaping, along with the revised parking lot. <br />4.2 Rose Hill Alliance Church, ariginally built in 1968 and located on 2.5 acres, has a <br />Comprehensive Land Use Plan designation of CHURCH, is located in Planning District <br />11, and the property is zoned R-1, Single Family Residence. <br />4.3 Section 1004.015 permits churches within an R-1 District, with an approved <br />Conditional Use Permit and a 30 foot setback from any adjoining residential <br />property line. <br />4.4 Rose Hill Church has a split level design. The addition to the main entry includes a larger <br />foyer, wider stairway, and elevator. The upper level addition includes additional storage, <br />mechanical room, and restroom, while the lower level addition includes a coat room and <br />gathering space (outside the fellowship hall). The easterly 1,825 sq. ft. addition includes <br />two classrooms, an ofiice, and a library (stair corridor connecting levels). <br />4.5 The proposed additions will be setback a minimum of 30 feet from the north, south, west, <br />and/or east property lines. The north and west property lines are affected by the 30 <br />minimum setback from residential required by the City Code. <br />4.6 Section 1018.08 of the Roseville City Code requires on-site parking at a minimum of 1 <br />space for every 3.5 seats in the assembly hall. The existing 308 seat sanctuary requires a <br />minimum of 88 on-site spaces. Upon modification, on-site parking will be reduced from <br />111 to 109 spaces, well above the requirement of the Code. <br />4.7 The proposed building material includes brick and window glazing to match the existing <br />school/church and a standing seam metal roof for the new entry addition. The addition is <br />designed to blend with the existing structure utilizing compatible materials and colors. <br />4.8 The overall structure has a varying height. Specifically the school portion is <br />approximately 18 feet above grade, while the church is approximately 43 feet above <br />grade. The proposed school addition will match the existing building height, where as the <br />entry addition includes architectural enhancements that reach an overall height of 26 feet <br />to the roof peak (top). <br />4.9 The applicant must provide the Fire Marshall and Public Works Department with the <br />necessary information for them to determine whether resizing of the existing utility <br />services or additional utility services are necessary to accommodate the classroom/office <br />and restroom additions. <br />PF3705_ RCA_022706.doc Page 2 of 5 <br />
