4.0 REVIEW of REQUEST: <br />4.1 Big City Tavern & Oops Theater have requested a CONDITIONAL USE PRMIT (CUP) <br />to allow a dinner theater to utilize a portion of the existing lower level banquet area. <br />4.2 Section 1005.015 of the Roseville City Code stipulates that a Restaurant Class IV — <br />Traditional with "live entertainment and/or dancing" requires an approved CUP. The <br />current use of the premises is a permitted use under the same section of the Code. <br />HISTORY: <br />4.3 In early January, the City Planner met with representatives of Big City Tavern to review <br />their interest and provide them with essential information regarding any review and <br />approval for the inclusion of "live entertainment" within the premises. <br />4.4 Based on a review of the code and the function of the premises, the City Planner <br />concluded that staff support could be give to the "change in use" but that additional <br />information was necessary regarding the banquet area, number of customers and parking. <br />4.5 In 2003 the City of Roseville issued a permit for KFAN the Restaurant, which permit <br />allowed the remodeling and expansion of the former Lido Cafe. The permit was <br />reviewed by the Planning Division conditioned on meeting a speciiic parking formula <br />totaling 364 parking spaces, including (but not limited to) 87 parking spaces for the sit- <br />down restaurant; 110 for the bar, lounge, public area and game room; 42 for the sky <br />boxes, 75 for the banquet area; and 10 for the outdoor seating area. <br />4.6 Because the site had limited parking (172 spaces) the owner was required to enter into <br />agreements with adjacent/adjoining properties for sharing off-peak hour parking. This <br />strict requirement was necessary to ensure that adequate (Code required) parking was <br />achieved given the multiple uses that could occur at any one time. <br />4.7 However, since the issuance of that permit, the owners have terminated their agreement <br />with Clear Channel Communication and have changed the name of the restaurant and <br />auxiliary uses to Big City Tavern & Banquet Center. The business also does not have the <br />traffic originally anticipated by staff when first reviewed. <br />4.8 The original structure was built in 1986, is located on 2.4 acres, has a Comprehensive <br />Land Use Plan designation of Business, is located in Planning District 10, and the <br />properiy is zoned B-2, Retail Business District. <br />USE SPECIFICS: <br />4.9 The proposed dinner theater would occupy the Twin Cities Room. This banquet room <br />historically has been booked 30 - 40% of the available time on Friday and Saturday <br />nights and most often for large wedding parties — up to 200 people. <br />4.10 The estimated capacity for Oops Theater is 100 people, which is about half of the <br />capacity of the Twin Cities Room.
