4.11 Oops Theater anticipates an initial Friday and Saturday evening performance (6:00 to <br />10:30); a Sunday matinee (12:00 to 4:15); and a weekday matinee (12:00 to 3:30), which <br />times will not typically conflict with the peak customer volume of the bar/restaurant. On <br />a typical Friday or Saturday evening the sit-down restaurant is busy between 5:00 and <br />8:00 p.m. while the bar has limited patrons. After 8:00 p.m. the bar area has seen an <br />increase in patrons while the sit-down restaurant has seen a reduction. Currently the <br />facility (bar and restaurant portion) is experiencing a capacity of 60% or less on a Friday <br />or Saturday evening. <br />4.12 Section 1018.08 of the Roseville City Code requires on-site parking at a minimum of: <br />space far every 2.5 seats in the sit-down portion of the restaurant; 1 space for every 20 <br />sq. ft. of bar, lounge, public area, and game room; 1 space for every 50 sq. ft. of each <br />skybox; 1 space for every 50 sq. ft. of banquet area; and 1 space for every 5 seats in the <br />outdoor seating area. The site has 172 spaces and the owners has a contract (Edina <br />Realty lot) for 98 spaces and verbal agreements (Ford and North Suburban Clinic) for <br />106 spaces, for a total useable parking allowance of 376 spaces. <br />4.13 The Community Development staff has reviewed the function of the premises and <br />concludes that the parking is adequate with a proof-of-parking permit. <br />5.0 REVIEW of CONDITIONAL USE PERMIT: <br />5.1 Section 1013.01 requires the City to consider the following criteria when reviewing a <br />Conditional Use Permit: <br />a. Impact on traffic <br />b. Impacts on parks, streets and other public facilities <br />c. Compatibility of the site plan, internal circulation, landscaping and structure with <br />contiguous properties <br />d. Impact of the use on market value of contiguous properties <br />e. Impact on the general public health, safety and welfare <br />f. Compatibility with the City's Comprehensive Plan <br />5.3 Permitted Uses. The City Planner has reviewed the proposed "change in use" and <br />concludes that the re-use of an existing banquet area is permissible — and permitted in a <br />B-2, Retail Business District by issuance of a Conditional Use Permit. <br />5.4 Traffic. The addition of Oops Theater will not increase traffic volumes anticipated when <br />the initial permit was issued. However, staff does conclude that site parking demand <br />(including shared facilities) and adjacent roadways may experience a reduction in the <br />original volume of vehicles due to the dinner theater. Specifically, large groups will be <br />bused to the site and theater patrons tend to travel in larger groups than those who <br />patronize a bar/restaurant. <br />5.5 Compatibility.
