5.6 Health Safety. There appears to be no impact on general health, safety, and public <br />welfare. <br />5.7 Comprehensive Plan. As a restaurant (with or without live entertainment), the project is <br />a compatible use with the Comprehensive Plan designation as a business use. <br />6.0 STAFF RECOMMENDATION: <br />6.1 Based on the information and findings provided in Section 4 and 5 of this project report, <br />the City Plaru7er recommends approval of a CONDITIONAL USE PERMIT to allow <br />Oops Theater to utilize/occupy a portion of the existing banquet area (Twin Cities Room) <br />in the lower lever of Big City Tavern, 2801 Snelling Avenue, subject to the following <br />conditions: <br />A. The owner (Big City Ventures LLC) must enter into a"Proof of Parking <br />Agreement" with the Community Development Department per Section 1018.12 <br />or the Roseville City Code. <br />B. The theater must store all props and displays within the building or within a <br />screened enclosure on the premises approved by the Community Development <br />Department. <br />C. The theater signage will be considered separate and must meet the requirements <br />of Section 1009 of the Roseville City Code. <br />D. All performances of the theater must occur indoors. <br />E.
