REQUEST FOR CITY COUNCIL ACTION DATE: 04/24/06 ITEM NO: 3,g Department Approval: City Manager Ap roval: Agenda Section: TP/DPW /�� ',� ��.Q�`',�1% CONSENT Item Description: Request by City of Roseville, for a 60-day plan review extension (from and after the end of the current period of March 20, 2006 to May 18, 2006), regarding Cent Ventures, Inc-Livingston-Cognoscente-Extra Lease application for a rezoning and a Planned Unit Development related to redevelopment of property located at 2700 Cleveland Avenue (PF 3715). 1.0 REQUESTED ACTION: 1.1 The City of Roseville is seeking an extension to the 60-day review deadline (from March 20, 2006) to May 18, 2006 for the application by Cent Ventures, Inc-Livingston- Cognoscente-Extra Lease (the Developers) for a rezoning and a Planned Unit Development related to redevelopment of property located at 2700 Cleveland Avenue. 2.0 BACKGROUND: 2.1 The application was submitted to the Community Development Department on March 20, 2006; determined incomplete on March 30, 2006; forwarded to applicant on March 30, 2006; and has a 60 day review deadline of May 18, 2006. 2.2 During the completeness review of the proposed request, the staff indicated that the application was incomplete and communicated that to the Developers on March 30, 2006. Submission of the additional required materials will require the Developer to expend additional time and consultant services and will ultimately mean that the Developer cannot (in the staff opinion) submit the completed application in time for the May 3 Planning Commission meeting and hearings. Additional time will be needed to review this project. 2.3 Given the necessary clarifications and completions to support the Developer's request (as attached in the staff communication of March 30, 2006), the staff is recommending the Council approve a 60 day time extension which is allowed for under Mn. Statutes 15.99. — hence an extension of the May 18, 2006 review deadline by an additional 60 days. 3.0 SUGGESTED ACTION: 31 ADOPT A RESOLUTION APPROVING up to a 60-day extension of the Cent Ventures, Inc-Livingston-Cognoscente-Extra Lease request.
