However, it is <br />unclear how you plan to address Twin Lakes Parkway, specifically the Officially Mapped right- <br />of-way (if you are not part of the Roseville Twin Lakes LLC Master Plan). <br />Lastly, I have conducted a general review of the proposed site design and elevation drawings and <br />concluded that your site plans include numerous inadequacies or discrepancies in meeting the <br />minimum requirements of the City Code such as: <br />1) evaluation of the need for additional or amended EAW or AUAR work <br />2) conceptual review by the Rice Creek Watershed because, ultimately, the <br />watershed regulations will change your site layout or utility layout. <br />3) proposed roadway alignment with Officially Mapped right of way — if not an integral <br />part of the Roseville Twin Lakes LLC Master Plan (it is unclear in your application (pg <br />4) line 15) if you are relying on the dimensions and master plan of the Roseville Twin <br />Lakes LLC proposal, or creating another a new master plan and PUD as per City Code <br />Secion1008.10. <br />4) review of parking, joint and remote parking agreements you have proposed, and some <br />written indication that adjoining owners will share parking. <br />5) traffic analysis of turning movements and traffic generation at peak periods — the city <br />may wish to have your numbers reviewed by the city's traffic consultant SRF, the cost of <br />which is borne by the developer. Pg 8, line 2 of your application states the Parkway could <br />accommodate 73,000 trips. This has to be a typo or misconstruction of SRF's numbers. <br />6) detail on an entry canopy signage, and access roads within required setbacks. <br />7) consistency of landscape materials and placement with city street tree master plan <br />8) indication of financial plans the development will have to assist in the construction of <br />new public roads, sidewalks, pathways, landscaping, joint surface\storm water facilities <br />water, and park facilities. <br />In summary, I have determined that your Planned Unit Development and Rezoning applications <br />are incomplete under State Statute 15.99 and cannot be processed as submitted. Since one of the <br />items necessary for the City to accept your request is for you to complete a Master Plan of a <br />designated area, we believe that this process would, if undertaken, take some time and therefore <br />� <br />
