The City has determined <br />your application to be incomplete due to the absence of the following: <br />Section 1005.07B of the City Code (Zoning) states: A B-6 district may be established after <br />completion and ciry approval of a mixed use master plan for the entire district and completion �f <br />any �^equired or voluntary environmental review such as an Environmental Impact Statement <br />(EIS) or Alternate Urban Area Review (AUAR) as defined by the Minnesota Environmental <br />Qualiry Board rules. Permitted uses within the B-6 distYict shall comply with Section 1008 of <br />this Code by completing a Planned Unit Development prior to the issuance of any building <br />permit. The Planned Unit Development shall implement all mitigation requirements of the EIS <br />or AUAR as well as Business Park Guidelines of Section 1010 and strbdivision reyuire�nerrts of <br />Chapter 11 of this Code. <br />The intent of the process, established by Section 1005.07B, is to create an integrated master plan <br />throughout the Twin Lakes area. Although hotels are uses that are generally permitted in a B-6 <br />zone, I have concluded that your application is incomplete because you have not submitted, <br />along with the requests, a completed master plan for the Twin Lakes Redevelopment Area. Your <br />proposal merely seeks to include a hotel on the Extra Lease parcel, which request does not meet <br />the City-initiated and approved Master Plan, nor does it meet the amended version prepared by <br />Roseville Twin Lakes LLC, also approved by the City. Further it is unclear w�hether you are <br />seeking an amendment to the existing Master Plan or will engage the public in a process to create <br />your own master plan. <br />
