Erosion Control: Erosion control will comply with an approved stormwater pollution prevention plan <br />(SWPPP). Best Management practices will be utilized, including installation of a silt fence along the <br />perimeter of the recycle staging area. Silt fence will also be placed around the resultant crushed material <br />stockpile to prevent erosion prior to re-use of the material as road base. <br />Dust Control: Dust will be managed on site per the Minnesota Pollution Control Agency's standards for <br />non-metallic processing plants. Dust results from handling materials having a high percentage of content <br />that would pass through a#200 sieve (200 openings per square inch). Silts and clays can have 50% or <br />more material passing the #200 sieve. Recycle aggregate base materials have a content ranging from 3 to <br />7% that would pass through a#200 sieve. Additionally, fractured concrete particles tend to form a crust <br />once they are stockpiled; this crust minimizes the amount of dust that is generated. During the crushing <br />process, spray bars on the crushers add water to the resultant pile to assist in crust formation. Stockpiles <br />are monitored weekly to determine the moisture content and additional water is added if needed; a <br />minimum moisture content of 1.5% is required. In areas of truck and equipment traffic, water will be <br />applied to control and prevent fugitive dust. Street sweeping will be einployed as necessary to maintain <br />dust free public roadways. <br />Vibrations: A seismograph will be installed to monitor vibrations at the beginning of the crushing cycle <br />to confirm vibration thresholds are not exceeded.
