LIC. ti I335 <br />April 21, 2006 <br />Mr. Thomas Paschke <br />Planning Director <br />City of Roseville <br />2660 Civic Center Drive <br />Roseville, MN 55113-1815 <br />Re: Supplemental Interim Use Permit Information <br />Twin Lakes Redevelopment — Phase One <br />Dear Mr. Paschke, <br />The purpose of this letter is to provide additional information relating to our application for approval of <br />an Interim Use Permit for the Twin Lakes Redevelopment project, as follows: <br />Purpose: Twelve buildings and the surrounding paved areas will need to be demolished as part of the <br />redevelopment project. Concrete and asphalt demolition material can be recycled by crushing the <br />removed materials and utilizing the recycled material as a quality road base. Recycling is an <br />environmentally sound construction practice. It allows for the reduction of demand for new aggregate, re- <br />use of valuable materials, reduces waste stream to landfills and reduces hauling on-off site. If concrete <br />and asphalt demolition materials were hauled off-site, approximately 4,300 truck trips would be generated <br />to and from the site via Cleveland Avenue, County Road C, and County Road G2. <br />Redevelopment Sta i�n� Redevelopment of the site will begin with the demolition of the existing <br />buildings, grading, and remediation. Building demolition will begin in May and June 2006 and continue <br />throughout the summer. As demolished concrete and asphalt are collected, they will be hauled from the <br />building demolition site to the stockpile in the crushing staging area. Crushing of the stockpiled material <br />will commence upon completion of the anticipated 2006 building demolition —late fa112006 and winter <br />2007. Crushing activities are anticipated to last approximately five weeks and should be completed by <br />February 10, 2007. <br />Hours of Operation: This type of crushing operation typically involves a minimum 12-hour workday. If <br />requested by the City, crushing operations could be restricted to Monday through Friday, between 7:00 <br />a.m. to 7:00 p.m. with no weekend crushing activity. Late fall/winter crushing activity is preferred, as it <br />is easier to achieve quality standards by crushing cold concrete and asphalt. In addition, noise impacts are <br />reduced in the colder months, as windows are typically closed. Late fall/winter crushing will require <br />lighting the recycle plant and staging area. For this site, crushing contractors have indicated a preference <br />of implementing one crushing cycle.
