7.8 Member Boerigter spoke to the condition pertaining to the RV, specifically, that it not be
removed during construction and then removed after — if code requires that such vehicles
be located on a hard surface, why are we not requiring it in this case. City Planner stated
because this is an INTERIM USE PERMIT the proposal does need to meet the City Code
or Comprehensive Plan. However, as a temporary use this situation did not present the
kinds of issues/concerns as the more permanent and seasonal RVs do to the City Staff.
7.9 Member Boerigter asked whether the Planner envisioned the conditions dictate that the
RV park in that location (the one identified on map (YES). Boerigter also wondered how
to handle condition "C" regarding the proposed 200 gallon tank. The City Planner
indicated to add in the option for the tank, but allow him to discuss with the Building
Official and others prior to full support. Boerigter asked about the storage unit and
whether it is common to have them on site for 6 months or longer. The Planner stated the
staff is familiar with all types of storage units and short/long term storage. He added that
staff was not concerned about the location or duration — these units are throughout the
city during construction, such as construction trailers.
7.10 Member Roe asked about parking of the personal vehicles. Alexander indicated he would
park on driveway or east side of drive on the grass — expressed concerned with RV
location and location of vehicle parking. Member Boerigter also expressed concern over
the possible precedent this request was setting (NO). City Planner added that the
Community Development staff considers this a construction site and as such it acts much
differently than an improved property.
7.11 Member poherty asked whether the new home would be in the same location as old
home. Alexander indicated that the house and foundation will be completely removed.
7.12 The Planning Commission voted (6-0) to recommend approval of the request by Jim
Alexander for an INTERIM USE PERMIT at 920 Parker Avenue, to establish a
temporary living quarters (recreational camper), based on the comments of Section 5 and
the conditions of Section 6 of the project report dated May 3, 2006.
8.0 SUGGESTED CITY COUNCIL ACTION:
8.1 ADOPT a RESOLUTION APPROVING an INTERIM USE PERMIT for Jim
Alexander, 920 Parker Avenue, establishing a temporary living quarters (recreational
camper), based on the comments of Section 5 and the conditions of Section 6 of the
project report dated May 22, 2006.
Prepared by: Thomas Paschke (651-792-7074)
Attachments: Narrative, property location map, and aerial photo of parcel.
PF3728_RCA_02206.doc Page of
