REQUEST FOR CITY COUNCIL ACTION <br />Department Approval: <br />TRP <br />DATE:05/08/06 <br />ITEM NO: 3.d <br />Agenda Section <br />CONSENT <br />Item Description: A request by Larry Pantsari for a recombination minor subdivision <br />between two adjacent properties located at 1000 and 984 Parker Avenue <br />(PF3731) <br />1.0 REQUESTED ACTION: <br />1.1 Mr. Larry Pantsari owner of the property at 1000 Parker Avenue, seeks approval of a <br />minor subdivision to recombine the common lot line between two existing platted lots. <br />The recombined land area would create a smaller Pantsari parcel at 1000 Parker Avenue <br />and enlarge the Kiresuk parcel at 984 Parker Avenue. <br />1.2 The legal description of the subject lots are: 1000 Parker Avenue = Lots 18 & 19, Block <br />2, Frankson's Garden Plateau and 984 Parker Avenue = Lots 16 and 17, Block 2, <br />Frankson's Garden Plateau. A base map and aerial map are attached which indicated <br />lot lines and the proposed design. <br />1.3 No new lots will be created. The building setback requirements will continue to be met. <br />The site is designated for Low Density Residential Use (LDR) in the Comprehensive Plan <br />and Single Family Uses (R-1) on the City Zoning map. The use is consistent with the <br />residential use requirements. <br />1.4 The proposal would split the property at 1000 Parker Avenue in half, attaching the rear <br />half to 984 Parker Avenue. The newly designed parcel a 1000 Parker Avenue would be <br />174.63 feet in width (along Parker) and 232.5 feet in depth. <br />2.0 <br />2.1 <br />BACKGROUND: <br />Section 1104.04 B states: <br />Recombination: to divide one recorded lot or parcel in order to permit the adding <br />of a parcel of land to an abutting lot and create two (2) buildable parcels, the <br />proposed subdivision, in sketch plan form, shall be submitted to the Ciry Council <br />for approval. No hearing or Planning Commission review is necessary unless the <br />proposal is referred to the commission by the Communiry Development Director <br />for clarification. The proposed recombination shall not cause any portion of the <br />existing lots or parcels to be in violation of this regulation or the zoning code. <br />Within thirty (30) days after approval by the City Council, the applicant shall <br />supply a certi�cate of survey to the Community Development Director and Ciry <br />Manager for review and approval. After completion of the review and approval by <br />the Community Development Director and City Manager, the survey shall be <br />recorded by the applicant with the Ramsey Counry Recorder within sixty (60) days <br />after approval by the City Manager. <br />PF3731 RCA (050806).doc Page 1 of 2 <br />
