2.2 The applicant has requested the minor recombination subdivision to allow the <br />underutilized rear portion of 1000 Parker to be included with 984 Parker; no new <br />parcel(s) will be created. The City Planner has reviewed the sketch plan and concurs with <br />the request. <br />2.1 No new street or utility construction is necessary for this recombination. <br />2.2 Should the request be approved by the City Council, the staff, prior to the applicant's <br />recording with the Ramsey County Recorder, must review a certificate of survey for <br />compliance with the Council's approval. <br />3.0 STAFF FINDINGS & CONDITIONS: <br />3.1 Staff has reviewed the proposal. Within 30 days of Council approval, the applicant must <br />prepare a certificate of survey which illustrates both parcels and the recombination area <br />along the common lot line before the staff can complete the approval process. <br />3.2 Staff also concludes that the proposal would meet the requirements of the Comprehensive <br />Plan and Zoning Ordinance. <br />3.3 The applicant must record the new description within 60 days after the approval by the <br />City Manager. <br />4.0 STAFF RECOMMENDATION: <br />The City Planner recommends approval of the recombination subdivision with findings <br />and conditions of Section 3 of this project report. <br />5.0 SUGGESTED CITY COUNCIL ACTION: <br />By motion, approve the request by Larry Pantsari, 1000 Parker for minor recombination <br />subdivision of potion of Lots 18 and 19, Block 2, Frankson's Garden Plateau with Lots <br />16, 1, Block 2, Frankson's Garden Plateau. <br />Prepared by: Thomas R.
