6.0 REVIEW of REZONING: <br />6.1 Plan Consistency. When reviewing applications to rezone land, the Community <br />Development Staff first determines whether the anticipated use and subsequent zoning <br />district designations are consistent with the Roseville Comprehensive Plan. The City <br />Planner has concluded that the proposed reuse of property for health & fitness club is <br />consistent with a land use map designation of Business (B). <br />6.2 Compatible Zoning District and Use. The City Planner has further determined a 55,000 <br />sq. ft. fitness club is a use best located in the B-2, Retail Business District. The City <br />Planner has reviewed the proposal with respect to the existing and surrounding zoning, as <br />well as for an appropriate zoning designation, and concluded that the B-2, Retail Business <br />District is the most appropriate zoning district. <br />6.3 Existing Traffic and Utility Capacity. The "reuse" of the subject property (vacant <br />former truck terminal to a fitness club) will add vehicular traffic to Cleveland Avenue and <br />increase the turning movements at County Road B2 and Fairview Avenue. However, this <br />anticipated increase in traffic should not cause capacity issues for those roads noted or <br />impacts to the noted intersections. There is also capacity in the existing public sewer and <br />water lines that lie adjacent the subject site. All private laterals to the structure must be <br />properly sized. <br />6.4 Policies. The Community Development Staff relies on the Adopted Comprehensive Plan <br />Land Use Goals and Policies as the City Policy by which to formulate a conclusion on <br />whether the rezoning is in the best interest of the City. This information has been <br />analyzed through the Comprehensive Land Use Map Amendment process. <br />• Comprehensive Plan - Section 3— General Goals and Policies: <br />Redevelop blighted areas into higher density business centers creating an <br />enhanced tax base and jobs. <br />• Comprehensive Plan — Section 7— Redevelopment Goals & Policies: <br />Eliminate blight and prevent deterioration of buildings and infrastructure. Strive <br />for better aesthetic appeal with the use of qualiry design standards for new <br />development and redevelopment. <br />Actively encourage the redevelopment of blighted commercial and industrial land <br />uses that incorporate planned business atmosphere to provide for a mix of uses, <br />maximize the tax base, increase quality jobs and provide jobs to housing balance <br />in a livable environment. <br />PF3758_RCA_062006.doc Page 3 of 7 <br />
