1 home because renters are mare transi tory. Medica/, fire or po/ice stoff
2 would know more detoil on the occupant once into the entry. Moybe this is not
3 necessary and cou/d be revised to have a cental database that those
4 officiols hove occess to fo emergency situations.
5
6 13. Would prefer to see a truth in housing regulation that requires owner
7 disclosure of home maintenance issues upon the resale of property. Staff
8 Response - This option continues to be studied by the HRA and staff and moy
9 be an additional aption to address impovement of an aging housing stock
10 when there is o resa/e. In lieu of onnuol inspection, and considering that 30%
11 of the units turn over onnuQlly, could this also work for renta/housing when it
12 becomes vacant.
13
14 14. Wh4t does this program do for me? Staff Response - The program would
15 protect owners//ondlord's, who do take cae of tireir property, their
16 investment in their home and obility to compete in the open market to rent it
17 They, like any other resident, would be protected from a neighboring
18 owner/londlord who is not taking care of the property. Staff periadica/ly
19 gets calls {rom rentolproperty buyers wha are specifically looking for
20 distressed' praperties to purchase and rent out. Unfortunately when they do
21 buy them they often only do minimal maintenance on them and the property
22 remains an eyesoe in the neighborhaod - as the homeowner soid who
23 comp/ained obout the rental property he lives by on Rosedale Orive. In
24 oddition, the "3 strikes (offenses) you're out"provision has proven to be
2S helpful to /and/ords wanting the background and data needed to evict problem
26 tenants
27
28 15. Why were the rental property owners eliminated from the invite to the
29 neighborhood meetings? Staff Response - They were not e/iminated but
30 inc/uded in the mailings. The neighbarhood meetings were odvertised /ike
31 other public meetings - through news/etter, paper ondsome direct moi/. The
32 HRA used the neighborhood block coptain network to advertise. In addition,
33 wonting ta make sure rental properties were invited, the HRA sent specific
34 invites to allnon-homesteod addresses.
35
36 16. Would like to see an exemption to the ordinance for rentnl properties where
37 the owner lives on the parcel or in the attached duplex unit adjacent to the
38 rental property? These owners do not want to live next to run down nnd
39 unkept property and are very picky on who they rent to. Staff Response -
40 Staff has no t specifica//y seen comp/oints regading these types of duplexes
7
