Staff Response -The <br />renta/ licensing ardinance provides a better method to calculate occupancy. <br />The IPMC is a tool property managers can use (and have requested the city <br />adopt) to stop tenonts from overcrowding and deteriaroting their rentQl <br />units. It is also a tool the city can use to add�ess the numerous comp/aints we <br />receive from upset homeowners who call and complain of the disruptive <br />affect rental single-family properties (which are typicolly overcrowded) have <br />on their neighborhoads - a comp/aint which we are now powerless to oddress. <br />Without the added e%ment of rental licensing, the city hos no outhority ta <br />enter rentalproperties and enforce these avercrowding provisions. <br />Homeowner�s o�e then very frustrated in the City's inability to act. To <br />demonstrote this furfiher: a potentia/buyer of rentalproperty asked city <br />staff how many people he could place in a single family rental home. When <br />told the maximum was four, he stated the building wauld not yenerate o <br />profit and therefore decided not to buy the property. This adds credibility <br />to the common comp/aint thot rental homes often contoin more than four <br />renters. The housing maintenance code could include strange� parking <br />regulations ta reduce excessive parking within RI zoned areas. I{ <br />overc�owding is eliminated, many of the common complaints associated with <br />overcrawding (parking on the grass, b/ocking access, parking in front of other <br />homes, outside storage) are therefore eliminated. <br />Clarification of license posting. Reference to violation of civil rights or equnl <br />opportunity if property is posted ns a rental. - People confused the posting <br />at the entry with posting outside.
