Would like to see a grid comparing the existing codes with the proposed <br />10 IPMC. Would there still be a benefit to doing the housing mnintenance ordinnnce <br />without the rental ordinance? Staff Respanse - Yes, but inspection staff still <br />believes there is value in o rental licensing ordinance which is currently being <br />revised for further �eview on Tanuary 30, 2006. The issues af housing <br />maintenance and lack of a housing maintenance code ta address issues has <br />been studies ond discussed for the past 10 years for allproperties. <br />3. Housing maintennnce code is very much needed - existing codes nre outdated. <br />Staff Response - Yes, however the r�ental lssues willstill remain. The I.P.M.C. <br />simply better defines whot is meant by inaintenance'and specifically <br />addr�esses critical maintenance issues. For example, a new ca� comes with a <br />small manual that specifies required maintenance. Mechanics use a much <br />bigger/thicker maintenance manual. Their monual daes not require more <br />maintenance; it just better explains and describes required maintenance. <br />Some with the I.P.M.C., it better describes what is meant by maintenance. <br />With hausing stock up to 50 years ald, this is becoming o more significant and <br />necessary issue with each passing year. Unless the overall housing stock is <br />maintained,� property values will not keep up with su�rounding cities and/or <br />inflation, property owners will laose appreciation value, and property tax <br />receipts will lag. <br />4. Isn't existing property - both rentol and ownership - covered under existing <br />stnte laws nnd Roseville codes? Staff Respanse - Yes, butstate low tends to <br />be verygeneral in scope and does not p�ovide adequateguidance to the <br />property owners and inspecto�s. Roseville hos nat adopted a specific housing <br />mointenance ordinance, nor has a specific rental licensing ordinance been <br />adopted Some of the items are be covered under existing codes but they <br />
