1 unregulated rental properties. There is a perception that the city lacks <br />2 regulation for these homes. There generally was not complaints regarding <br />3 duplexes; perhaps this is a component that could be eliminated from the <br />4 ordinance in cnses where a duplex is Z owner occupied. <br />5 <br />6 Focusing on only the small rentnls is discriminntory. Addressing a specific <br />7 problem is not discriminntory. Ruther, the City's housing and public snfety <br />8 goals nre being nddressed by dealing with the issues. <br />9 <br />lo Would prefer to see a truth in housing regulation that requires owner <br />11 disclosure of home maintenance issues upon the resale of property. This <br />12 option continues to be studied by the HRA and staff and may be an <br />13 additional option to nddress improvement of an aging housing stock when <br />14 there is a resale. In lieu of annual inspection, and considering that 30% of <br />15 the units turn over annunlly, could this also work for rentnl housing when it <br />16 becomes vacant? <br />17 <br />18 What does this program do for me? The program would protect <br />19 owners/landlord's, who do tnke cnre of their property, their investment in <br />20 their home and ability to compete in the open market to rent it. They, like <br />21 any other resident, would be protected from n neighboring owner/landlord <br />22 who is not taking cnre of the property. Staff periodically gets calis from <br />23 rental property buyers who are specifically looking for'distressed' <br />24 properties to purchase and rent out. Unfortunately when they do buy them <br />25 they often only do minimal mnintenance on them and the property remains an <br />26 eyesore in the neighborhood - ns the homeowner said who complained about <br />27 the rental property he lives by on Rosedale Drive. In addition, the "3 strikes <br />28 (offenses) you're out" provision has proven to be helpful to Inndlords wanting <br />29 the background and data needed to evict problem tennnts. <br />30 <br />31 Why were the rental property owners eliminuted from the invite to the <br />32 neighborhood meetings? The neighborhood meetings were advertised like <br />33 other public meetings - through newsletter, paper and some direct mnil. <br />34 The HRA used the neighborhood block captuin network to advertise. In <br />35 addition, wanting to make sure rental properties were invited, the HRA sent <br />36 specific invites to all non-homestead nddresses. <br />37 <br />38 Would like to see an exemption to the ordinance for rental properties where <br />39 the owner lives on the pnrcel or in the nttached duplex unit ad jucent to the <br />40 rental property? These owners do not want to live next to run down nnd <br />8 <br />
