We have no woy of tracking or <br />identifying this number. We cnn only get a sense from staffs pnst <br />experience responding to complaints. It is staff's estimate that: while rental <br />units (2-4) mnke up 5%(?) of the single family homes in Roseville, 25% of the <br />compinints we get nbout grass not being cut relate to rental units, 20% of <br />the complaints we get about building maintenunce relate to rental units, 30% <br />of the complaints we get about parking on the grass relate to rental units, <br />20% of the complaints we get about exterior trash relate to rental units, <br />75% of the complaints we get about parking in front of other houses relate <br />to rentnl units, 100% of the complaints we get about overcrowding relnte to <br />rentnl units. It is staff's perception that: single-family rental properties <br />(absentee mannged) are disproportionately draining staffs time, are <br />requiring increasing amounts of staff time each yeur, are much more <br />difficult to resolve, can't be properly nddressed with existing code Innguage <br />and are negatively impacting quiet residential neighborhoods (while we do not <br />have the staff time or informntion in the files to substantiate these <br />numbers, it is staff belief that these numbers are close estimntes). <br />19 Clarification of license posting. Reference to violation of civil rights or equnl <br />20 opportunity if property is posted as a rental. - People confused the posting <br />21 nt the entry with posting outside. The intent was to post internally so that <br />22 if there was n public entry situntion, something a potential renter could see <br />23 and understand before renting the unit. <br />24 <br />25 Why is this more important in a rental property than a single family home? <br />26 Because renters are more transitory medicul, fire or police staff would know <br />27 more detail on the occupant once into the entry. Maybe this is not necessary <br />28 nnd could be revised to have a central dntabase that those officials have <br />29 uccess to for emergency situutions. <br />30 <br />31 Why just the small complexes and not the large complexes? The City nnd <br />32 HRA recognize thut there nre degrees of these problems throughout the <br />33 city and that some issues are within Roseville's large nging complexes. <br />34 However, these typically have ensily nccessible, on-site professional <br />35 mnnagers or contacts and these structures are currently being monitored by <br />36 fire inspections (public and utility spaces) and section 8(inside units) <br />37 inspections. Through the HRA neighborhood meetings, no compinints were <br />38 heard regnrding the designated npartment complexes. When asked whnt <br />39 changes residents were observed in their neighborhoods the most common <br />40 concern was how single family homes were losing value and being turned into <br />7 <br />
