1 Does the ownership side of a duplex need to be updated? No. Only the <br />2 rental unit is subject to inspection and updating (which is minimal - smoke <br />3 detectors and ground fnult outlets to protect renters). And, there is a <br />4 rentnl license release for family or extended fnmily renting nn adjoining unit <br />5 <br />6 Rents will increase based upon fees? With a$50 per year license fee the <br />7 monthly costs is only $4.16 per month. A tenant would probnbly be willing to <br />8 pny that amount to be assured that the property is being maintnined and not <br />9 u safety or henith hnzard. Typical rents in Roseville for a 2-bedroom unit <br />10 average $10,200 a yenr and $850.00 per month(?) <br />I1 <br />12 Would prefer an inspection progrnm with no fee and only periodical <br />13 inspections. 15T year if comply, don't reinspect for 5 years. In five years, <br />14 based on Roseville turnover, many units will have seen 2 to 3 different <br />15 tenants. Five years does seem lax, perhaps two years nnd\or at tenant <br />16 turnover Council determines level of funding through levy or fees. This <br />17 would certainly increase levy amount (payment by all city tnx pnyers) to <br />18 cover full program and not chnrge a fee. Again, all absentee mnnoged units <br />19 must be inspected yearly or every-other-year for the program to be <br />20 effective, successful and somewhat self-supporting financially. <br />21 <br />22 <br />23 I would end with restnting that rental licensing, while viewed ns vital to the <br />24 city's future by staff, is an issue being driven by Roseville citizens <br />25 concerned about the negntive impact these rentnl/business properties are <br />26 having on their own homes property values and the livability of their <br />27 neighborhoods. Furthermore, that residents are frustrated with the City's <br />28 innbility to address the problems these properties cause. And lastly, that <br />29 becuuse the city is aging this is a problem which won't be going nway, but is <br />30 actually increasing and getting more significant each year. <br />10 <br />
