� <br />MEMORANDUM <br />TO: l�1Ei�iBERS OF THE ROSEVILLE CITY COUNCIL <br />FROM: AMY IHLAN <br />SUBJECT: PROPOSED AMENDMENTS TO INTERNATIONAL PROPERTY <br />MAINTENANCE CODE <br />DATE: JANUARY 29, 2006 <br />Attached is a list of motions for amendments to the proposed housing maintenance <br />ordinance based on the International Property Maintenance Code. I asked through my <br />memo submitted last meeting that the council defer final approval to allow more time for <br />fine tuning and amendments in response to concerns I raised, and also suggested it would be <br />useful to have the HR.A conduct further public hearings on the proposed maintenance code <br />along with the proposed rental licensing ordinance. I will make the same requests at <br />Monday's meeting. If the council goes ahead to take final action on the proposed <br />ordinance, I will move the following amendments: <br />Motion #1 <br />Substitute the Shoreview Property Maintenance Code for the International Property Maintenance <br />� Code. <br />Staff has frequendy cited Shoreview as a model to follow for both property maintenance and <br />rental licensing and inspection. Shoreview's Property Maintenance Code is attached. It is <br />clear and easy to understand. It addresses the major maintenance issues of concern to <br />Roseville. Most of the standards it includes appear to be taken directly from the <br />International Property Maintenance Code — but these are restated as part of Shoreview's <br />own Municipal Code, not just referenced — so the entire code is easily accessible to - <br />residents. This is important, because the International Property Maintenance Code is not <br />available to the public for free. z 3Sw --� Su�'�=vu�•�� <br />• Roseville could adopt something similar to Shoreview. Shoreview's Property <br />Maintenance Code is shorter, not as thoraugh, and therefore, a little more <br />ambiguous than the IPMC, requiring more `interpretation' on the part of the code <br />enforcement officer. The code being readily available to the public is good, being <br />more ambiguous is not. <br />The Shoreview Code does not address some problems we experience in Roseville, <br />for examp e: <br />o Overcrowding of rental properties. <br />o Elderly residents not physically or financially able to maintain their homes. <br />o Rental property owners (some) not willing to maintain their rental property <br />(interior and exterior). <br />�--� <br />
