➢ The IPMC has more effective standards for reducing <br />overcrowding in rental properties (square footage limitations). <br />o The interior provisions of the IPMC are intended primarily for rental <br />properties where renters complain about interior conditions but neither the <br />state's Attorney General nor city staff can assist the resident, such as: <br />■ Complaints of a furnace not being turned on in the late fall and their <br />kids being cold (a common complaint). <br />■ Complaints of plaster falling off walls. <br />■ Complaints of water soaked carpets and the owner not fixing it. <br />■ Complaints of appliances not functioning. <br />■ Complaints of water leaking through the ceiling from upper units into <br />their unit. <br />o The property in the 3000 block of Evelyn has been used as an example of staff <br />not adequately addressing a problem property in disrepair. Staff could not <br />adequately address the main issue (the homeowner not completing the homes <br />interior) until the home fell into an`unsafe' condition as defined in the state <br />building code. If the IPMC had been a tool staff had available, staff could have <br />addressed the issue much sooner and gotten a resolution much quicker. <br />o The are not legions of rotting homes in Roseville, rental or owner-occupied. <br />However, staff has seen an increase in the numbers and severity of homes not <br />being maintained. Often these same properties are later sold as rental property <br />and given very minimal maintenance. Inspection staff has recommended this <br />issue be addressed before it becomes a significant city-wide problem, lowering <br />property values and requiring a significant effort (in dollars and manpower) to <br />correct. <br />In Summary: <br />• City Council has final authority over the level of code enforcement (as presently). <br />• City staff will have no additional authority to enter private property. <br />• Page 3 <br />
