• The IPMC will require costly updating to existing homes: <br />o With the amendments built into the adoption of this code, private homes do <br />not have to be updated to existing codes; they are exempt, as is now the case <br />o The IPMC will require minor updating of some rental properties such as <br />adding smoke detectors (the inexpensive battery-type) and inexpensive ground <br />fault receptacles in certain dangerous locations (not having these receptacles <br />causes 300 deaths per year in the USA). <br />• IPMC is not needed, we have codes in place already: <br />o Presently under the City Code staff has authority to address some exterior <br />building maintenance (roofing, painting, etc.) but its wording is very vague <br />and its maintenance standards very basic. <br />o Under the State Building Code staff has authority to address issues that are <br />`Unsafe' or `dangerous to human life'. <br />o Those issues in between these two extremes cannot now be adequately <br />addressed, such as: <br />■ We had a house on Oxford with a leaking roof where rain water had <br />gotten in. The insulation and sheetrock were falling from the ceiling, <br />wall sheetrock was moldy, carpet rotting, floors warped. We had no <br />authority to require the building be repaired (other than the shingles). <br />■ We have numerous properties where the exterior is in disrepair. The <br />IPMC has better specifics for exterior maintenance, such as: <br />➢ The IPMC states the exterior shall be free of rotting wood. <br />Under the City Code the rotted wood can simply be painted (a <br />very common issue with rental properties). <br />➢ The IPMC states walls shall be plumb and level. Under the <br />City Code garages that are leaning sideways cannot be <br />required to be repaired. <br />➢ The IPMC states that foundation walls shall have no open <br />cracks or breaks that could allow the entry of rodents — this <br />cannot be enforced by the City Code. <br />• Page 2 <br />
