Stoff Response - This is an example of how the <br />10 more specific provisions of the IPMCcan help resolve issues. The IPMC <br />11 prahibits the accumulation of stagnant wate�' our current code is simply <br />12 vague on this issue. Would new building codes be required for older buildings such as electrical & <br />smoke detectors? Staff Response - The IPMCrequires ollproperties <br />(single-fomily, rentals, business) to be maintained in compliance with the <br />building code in effect when the property was built, it does not �equire <br />properties be upgr'aded to new/exrsting codes. There are a few exceptions <br />(main/y life-safety protections) that wauld apply to �ental units only,' smoke <br />detectars (battery) and exteriorground-fault outlets must be provided. <br />Also, insect screens must be p�ovided for renters and building heat must be <br />provided Sept 3d�' to May Isf - a common camplaint we now receive. They <br />wou/d not be �equired unless it wos o life I safety issues Smoke detectors <br />(even battery operated) in bedrooms are a State law provide (at a minimal <br />cost) a huge safety benefit. Each issue would be evaluated based upon cast <br />verse benefit and sofety issue. <br />32 Staff Summa�y Comment - Property maintenance will be an incr�easingly <br />33 important issue far maintQining p�ope�ty values and tax base with an aging <br />34 community.
