The term "hardship" or °uodue hards6ip" <br />typically refers to physical characteristics of the property, such as shape, soil <br />conditions, or extreme topography. Neit6er mere inwnvenience, nor reduction in <br />value alone, is sufficient to justify a variance. The inability to put praperty to its <br />highest and best use is not wnsidered a hardship or practical difticulty. The problem <br />that justifies the variance must be caused by wnditions beyond the cnntrol of the <br />upplicant. The applicant cannot create t6e condition that requires the variance, <br />B.
