Below are the DRC's <br />comments pertaining to their concerns and some additional considerations: <br />Storm Water Management <br />You'll need to contact Bob Fossum at the Capitol Region Watershed District (651-644- <br />8888) to determine what they will require for storm water runoff management. <br />The concept plan doesn't show any storm water rate control or water quality treatment <br />information. The City of Roseville requires that the rate at which water runs off from the <br />site after development cannot exceed the rate prior to development, and that water <br />leaving the site must be treated to remove 60% of the phosphorus and 90% of the <br />suspended solids. Assistant Public Works Director Deb Bloom (651-972-7042) can assist <br />you with these requirements. <br />Landscaping <br />Landscape and irrigations plans will be required when the proposal is submitted for <br />approval. <br />In addition to the requirements for overall site landscaping, a"screen wall", 6-8 feet in <br />height, will be required to screen the rear of the lot from the residential properties across <br />the alley (§ 1005.01). Any such existing fence or wall in disrepair must be replaced. <br />As it pertains to north/south County Roads in commercial districts, the City's Street Tree <br />Master Plan requires the use of Honeylocusts, planted 40 feet apart on center, along the <br />Rice Street frontage. This document is in the process of being updated, however, so if <br />there is another variety of tree of interest for the site, you may contact Jeff Evenson (651- <br />792-7107) to discuss that option. <br />Sewer and Water <br />If there is a well on the site, it must be abandoned before a building permit will be issued. <br />Sewer and water disconnects at the main must be identified prior to issuance of a building <br />permit. <br />
