planning commission and city council shall consider the following criteria to detemtine the impact of the <br />proposed outside display on the site, adjacent properties and the community as a whole: <br />a. The amount of ouuide sales area compazed to the amount of inside sales space. <br />b. Location of the outside sales azea and the extent it encroaches on required setbacks. <br />c. Impact on traffic pedestrian circularion, and emergency response on the site. <br />d. Impact on parldng on the site. <br />e. 7'he height of inerchandise displays. <br />f. The hours in which merchandise is displayed. <br />g. The type of inerchandise to be displayed. <br />5. The issuance of a conditional use permit for the ouuide display of inerchandise shall not cause <br />nonconforming sites to be brought into confomiance with all code requirements, or the dedication of sheet <br />rights of way. Process And Equipment Limitalions: Processes and equipment employed and goods processed or sold shall <br />be limited to those which are not objectionable by reason of odor, dust, smoke, cinders, gas, noise, <br />vibration, refuse matter or water-carried waste. <br />G.�. Buffer Zone Between Business And Residence District: Where a business district abuts a residence district, <br />any new development shall include a landscaped buffer zone. There shall be a protective strip of land not <br />less than ten feet (10� in width. This protective ship shall contain no structures, shall not be used for <br />parldng, off-street loading or storege. The landscape h�eatrnent shall include a compact screen wall or fence <br />but shall not extend within fifteen feet (15� of the s�eet right of way. The planting or fence design must be <br />approved by the Community Development Director or designee as being in harmony with a residenrial <br />neighborhood and providing suf6cient screening of the commercial area. The hedge or fence shall be no <br />less than six feet (6') nor more than eight feet (8') 3n height. (Ord. 275, 5-12-1959) <br />H.3.
