Planning Commission Meeting <br />Minutes — Wednesday, July 12, 2006 <br />Page 5 <br />City Engineer Deb Bloom addressed Commission comments and questions <br />regarding on-street parking restrictions and ticketable offenses (i.e., unlawful for <br />someone to park in private drive at curb line; no parking within 10' of an intersection <br />or 30' from a stop sign). Ms. Bloom noted that, even thought he Fair was a short- <br />term event, it provided practical challenges for the City and residents; but <br />encouraged cooperation and flexibility during this wonderful area event. <br />Discussion included communication efforts by the Fair regarding participation by the <br />park and ride sites; and their specific monitoring of the sites; and the State Fair's <br />discretion regarding their agreements and monitoring of each site. <br />Chair Traynor closed the Public Hearing. <br />Commissioner Roe suggested that the City and State Fair may want to provide more <br />notice to surrounding neighbors regarding the park and ride facilities in order to <br />better quantify future discussion; suggesting that the Fair may wish to consider <br />sending notice to adjacent property owners to those park and ride sites. <br />Chair Traynor and Commissioner poherty were not supportive of the City noticing <br />everyone annually regarding the Fair; but suggested the City's newsletter or other <br />types of communication could serve as methods for reminders and education <br />regarding park and ride facilities and encouraging cooperation. <br />MOTION: <br />Member poherty moved, seconded by Member Boerigter, to recommend <br />approval of a FIVE YEAR EXTENSION to the Minnesota State Fair INTERIM USE <br />PERMIT, allowing park and ride facilities fro the Minnesota State Fair, based on <br />the findings of Section 5 and conditions of Section 6 of the project report dated <br />July 12, 2006; as amended to add condition 7.1(k), with language, "That City <br />staff will investigate inclusion of recycling containers at each park and ride <br />site." <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br />Chair Traynor thanked area residents and the park and ride sites for their <br />' participation and' cooperation each year; and reviewed the process for the July 24, <br />2006 City Council'review of the Planning Commission recommendation. <br />c. PLANNING FILE 3772 <br />Sky Johnson request for a CONDITIONAL USE PERMIT to allow a drive-thru at <br />Beatnik's Coffee, 1724 Lexington Avenue. <br />Chair Traynor`opened the Public Hearing. <br />City Planner Paschke reviewed the conditional use permit for this request to allow <br />reuse of an existing drive-thru window by Sky Johnson, lessee of the structure <br />located at 1724 Lexington Avenue adjacent to the Dairy Queen building and owned <br />by Lexington Plaza LLC from Wayzata, MN and part of the 6.5 acre retail strip <br />development known as Lexington Plaza Shopping Center. The proposed use of the <br />site would be for a coffee shop, with drive-thru service window. Mr. Paschke noted <br />that the existing service window was a per-existing use/improvement that had not <br />bee used in many years; and the history of the structure were unclear, but were <br />believed to have been used in the past as a bank and one-hour photo processing <br />
