Planning Commission Meeting <br />Minutes — Wednesday, July 12, 2006 <br />Page 4 <br />Mr. Paschke encouraged Mr. Chultapot to make sure staff is contacted at the time of <br />the infraction to allow adequate response and remedy. <br />Jeff Holm, _ Belmont Lane W <br />Mr. Holm advised that, generally there was no problem with parking, but questioned <br />the restrictions church sites used during the fair to restrict parking in certain areas of <br />their lots, necessitating parking on the street. Mr. Holm advised that this made lawn <br />care, driveway access and visibility issues a problem. <br />Mr. Paschke advised that there were often specific uses identified by the church <br />requiring their signing a portion of their lot, and that had been in effect for the entirety <br />of the Interim Use Permit, but there appeared to be no broader problem, and City <br />Hall had not received complaints as such; and questioned whether there were <br />isolated incidents and whether attempting to have residents support "No Parking" <br />signs on their residential streets would create more,problems that would be counter- <br />intuitive to the two-week period during the Fair. <br />Chair Traynor opined that with the Interim Use Permit having been in place for five <br />(5) years and no major problems, it would indicate that this is an example of a <br />successful enterprise with few exceptions; and with continued staff monitoring, and <br />paying special attention to on-street parking this,, year and their proximity to <br />driveways, additional refinement could be done if necessary. <br />Staff and Chair Traynor encouraged residents to contact the City with their <br />observations of any issues or situations of concern for mitigation'and remediation as <br />appropriate. <br />Thom Shrimert, 30-year Roseville Resident <br />Mr. Schrimert, one of the.,park and ride assistants at the St. Rose Parish, noted that <br />most people were appreciative of the service, rather than driving and parking at the <br />Fair; and he was aware of no complaints from neighbors, and noted that the monies <br />collected were donated to good causes and programs by the various assistants. — <br />parking cars with group '= most very appreciate of riding bus; no complaints from <br />neighbors; monies°received donated to good causes and programs, in addition to the <br />sites alleviating congestion at the Fair:' "' <br />Mr. Schneider <br />Mr. Schneider spoke to the communication by radio by sites to other sites when lots <br />are full; directing .riders to available lots; and radio commentary regarding the <br />available sites and their parking status. <br />Sheila Markham?, <br />Ms. Markham suggested that sites have signage advising of alternative available <br />sites; brochures and maps; and other communication efforts by the Fair; and <br />potential other sites for overflow parking. <br />Mr. Paschke advised that the Fair is always looking for additional park and ride sites, <br />but that sometimes agreements were problematic when working out the details for <br />both parties; and loss of some sites due to redevelopment and/or construction <br />projects in the greater Roseville area. Mr. Paschke advised that if additional sites <br />were found, they would need to return to the Planning Commission and City Council <br />to modify their Interim Use Permit. <br />Jeff Holms <br />Mr. Holms encouraged the support of the Interim Use Permit. <br />
