Jeff Holm, _ Belmont Lane W Mr. Holm advised that, generally there was no problem with parking, but questioned the restrictions church sites used during the fair to restrict parking in certain areas of their lots, necessitating parking on the street. Mr. Holm advised that this made lawn care, driveway access and visibility issues a problem. Mr. Paschke advised that there were often specific uses identified by the church requiring their signing a portion of their lot, and that had been in effect for the entirety of the Interim Use Permit, but there appeared to be no broader problem, and City Hall had not received complaints as such; and questioned whether there were isolated incidents and whether attempting to have residents support "No Parking" signs on their residential streets would create more,problems that would be counter- intuitive to the two-week period during the Fair. Chair Traynor opined that with the Interim Use Permit having been in place for five (5) years and no major problems, it would indicate that this is an example of a successful enterprise with few exceptions; and with continued staff monitoring, and paying special attention to on-street parking this,, year and their proximity to driveways, additional refinement could be done if necessary. Staff and Chair Traynor encouraged residents to contact the City with their observations of any issues or situations of concern for mitigation'and remediation as appropriate. Thom Shrimert, 30-year Roseville Resident Mr. Schrimert, one of the.,park and ride assistants at the St. Rose Parish, noted that most people were appreciative of the service, rather than driving and parking at the Fair; and he was aware of no complaints from neighbors, and noted that the monies collected were donated to good causes and programs by the various assistants. — parking cars with group '= most very appreciate of riding bus; no complaints from neighbors; monies°received donated to good causes and programs, in addition to the sites alleviating congestion at the Fair:' "' Mr. Schneider Mr. Schneider spoke to the communication by radio by sites to other sites when lots are full; directing .riders to available lots; and radio commentary regarding the available sites and their parking status. Sheila Markham?, Ms. Markham suggested that sites have signage advising of alternative available sites; brochures and maps; and other communication efforts by the Fair; and potential other sites for overflow parking. Mr. Paschke advised that the Fair is always looking for additional park and ride sites, but that sometimes agreements were problematic when working out the details for both parties; and loss of some sites due to redevelopment and/or construction projects in the greater Roseville area. Mr. Paschke advised that if additional sites were found, they would need to return to the Planning Commission and City Council to modify their Interim Use Permit.
