h. The Community Development Staff, based on citizen complaints, will administratively <br />review each IUP to determine whether modifications are necessary and forward to <br />appropriate staff, Minnesota State Fair officials, the Planning Commission and/or the City <br />Council as deemed necessary for appropriate action. <br />i. Each site must have a certificate of insurance with the Minnesota Risk Management <br />Division for liability. <br />The City Planner investigate the installation of recycling containers on each of the 8 park <br />and ride sites. <br />k. Each IUP can be extended, which action must occur prior to the September 2011 <br />expiration date. <br />8.0 PLANNING COMMISSION ACTION: <br />8.1 On Wednesday, July 12, 2006, the Roseville Planning Commission held the public <br />hearing regarding the State Fair INTERIM USE PERMIT request. At the meeting six <br />members of the community addressed the Commission seeking answers to questions <br />regarding recycling containers at park and ride sites; over-flow on-street parking; <br />additional signage. The City Planner and City Engineer attempted to answer the citizen <br />questions. <br />8.2 Specifically, the initial request of 2001 did review/debate the on-street parking issue — <br />however, the task of enforcement was/is too great and the Commission/Council <br />determined that the issue/situation be looked at and acted upon on an individual basis. <br />The City Planner did indicate that if there are instances such as blocking of driveways and <br />vehicles parking on lawns, that residents should contact either the Roseville Police <br />Department of the Community Development Department. <br />8.3 The City Planner also indicated that he is unaware of the State Fair recycling certain items <br />on the grounds, but indicated he would refer the matter to Steve Grans, Transportation <br />Manager for discussion/implementation at the various Roseville sites. The City Planner <br />also indicated that additional signage would be supported but that such signage indicating <br />what lots were available would be difficult. He added that the State Fair (at the various <br />sites) do provide information on available sits to customers and direct them accordingly — <br />but that such information/direction would not necessarily eliminate vehicle parking on the <br />public street. <br />8.4 The Planning Commission voted (5-0) to recommend approval of the FIVE YEAR <br />INTERIM USE PERMIT EXTENSION for the Minnesota State Fair for 8 park and ride <br />facilities within Roseville, based on the finding of Section 5 and conditions of Section 6 <br />of the project report dated July 12, 2006, with the additional condition indicating that <br />staff will investigate the inclusion of recycling containers at all 8 park and ride site in <br />Roseville. <br />PF3768_RCA_072406.doc Page 5 of 6 <br />
