6.5 The proposed INTERIM USE of EACH property for temporary off-street parking of <br />vehicles and bus transportation to the Fair Grounds will not have an adverse impact on <br />the general public health, safety and welfare. <br />6.6 The proposed INTERIM USE of EACH property for temporary off-street parking of <br />vehicles and bus transportation to the Fair Grounds is consistent with the City of <br />Roseville's interim use standards. <br />7.0 DETAILED STAFF RECOMMENDATION: <br />Based on the information provided in Section 5 and 6, the City Planner recommends <br />approval of a FIVE YEAR INTERIM USE PERMIT EXTENSION for following eight <br />properties (Bethany Baptist Church, 2025 West Skillman Avenue; Centennial United <br />Methodist Church, 1524 County Road C2; Church of Corpus Christi, 2131 Fairview <br />Avenue North; Grace Church of Roseville, 1310 West County Road B2; Roseville <br />Covenant Church, 2865 North Hamline Avenue; Roseville Area High School, 1940 West <br />County Road B2; St. Michael's Lutheran Church, 1660 West County Road B; and St. <br />Rose of Lima Catholic Church, 2048 North Hamline Avenue) allowing for temporary off- <br />street parking of vehicles and bus transportation to the Minnesota State Fair Grounds. <br />7.1 Each INTERIM USE PERMIT site is subject to the following conditions: <br />a. The hours of operation at each of the seven sites are limited from 8 a.m. to midnight <br />during the 12-day Minnesota State Fair. <br />b. Each site must have a minimum of one portable restroom that is cleaned on a regular <br />basis (every four days). <br />c. Each site must have trash containers appropriately placed throughout the site to encourage <br />use. Each trash container must be emptied daily. <br />d. Each site must be monitored (walked by volunteer staf� hourly between the hours of 8 <br />a.m. and 7 p.m. and every half hour between the hours of 7 p.m. and midnight. <br />Each site is allowed directional signage and a"lot full" sign not exceeding 28 inches by <br />36 inches. Directional signage must be placed on the site directing users away from local <br />residential streets. Set-up and takedown of directional signage and other pertinent <br />information must take place daily. <br />f. All bus traffic must take place on collector roads. <br />g. The City has the ability, should certain altercations, events, or issues arise, to shut down a <br />lot if deemed necessary by the City Manager or his/her designee. <br />PF3768_RCA_072406.doc Page 4 of 6 <br />
