a. The use of the property as proposed will have a minimal impact on traffic in the <br />area. <br />b. The use of the property as proposed will not have an impact on parks, streets and <br />other public facilities. <br />c. The use of the property as proposed will be compatible with contiguous <br />properties. <br />d. The use of the property as proposed will not have an adverse impact on the <br />market value of contiguous properties. <br />The use of the property as proposed will not have an adverse impact on the <br />general public health, safety and welfare. <br />f. The use of the property as proposed is consistent with the City of Roseville's <br />Comprehensive Plan and Title 10 of the City Code (Zoning), including the City's <br />design standards. <br />7.0 STAFF RECOMMENDATION: <br />7.1 Based on the findings outlined in Section 6 of this report, staff recommends approval of <br />the request for a COND[TIONAL USE PERMIT to allow redevelopment of the Denny's <br />restaurant, 1880 Perimeter Drive, into a 4,500 sq. ft. financial institution with a four land <br />drive-thru subject to the following conditions: <br />A. The applicant must submit a grading/drainage plan to the Roseville City Engineer <br />for review and approval. Also this Plan must receive proper approval form the <br />Rice Creek Watershed. <br />B. The applicant must submit a landscape plan that includes boulevard trees <br />consistent with the Roseville Master Street Plan and site landscaping that includes <br />a mixture of trees, shrubs and perennials. <br />C. The proposed trash/recycling enclosure must include a roof and should be <br />reviewed buy the applicant so that it is properly sized. <br />D. The conditional use permit shall expire within six months of the date of City <br />Council approval if a building permit is not obtained for the approved <br />development (Section 1013.03 of the City Code). <br />PF3799_RPCA_120606.doc Page 4 of 5 <br />
