City of Roseville, Minnesota. Proposal to Provide Executive Search Consulting Services to Select a City Manager 8 <br />Sharon G. Klumpp <br />Senior Vice President and Consultant <br />Ms. Sharon Klumpp specializes in executive search and organizational and <br />management consulting for public agencies. Ms. Klumpp has extensive <br />government experience, having served as an Executive Director of the <br />Metropolitan Council – the seven-county regional planning agency for the <br />Twin Cities metropolitan area of Minnesota, as the Associate Executive <br />Director for the League of Minnesota Cities, as a City Administrator and as <br />an Assistant City Manager. Her private sector experience includes serving as <br />the chief administrative officer for the Minneapolis office of a major global engineering and design <br />firm. Ms. Klumpp also served as an adjunct instructor at Walden University, where she taught <br />public administration and organizational change in the University’s School of Management. She <br />holds a master’s in public administration from the University of Kansas and a bachelor’s degree in <br />political science from Miami University of Ohio. <br />During the time our team is working with the City of Roseville, we will not be involved in any search <br />that would compete for candidates with the City. Presently Mr. Unmacht is finishing the City of <br />Bayport and West St. Paul and just starting a search for Cook County, Minnesota. Ms. Klumpp is <br />working on searches for the City of Norwood Young America and East Grand Forks, Minnesota. <br />V. List of Municipal Searches Conducted in the Last 24 Months <br />A list of municipal searches in the last 24 months for both Mr. Unmacht and Ms. Klumpp are <br />provided in Appendix I . This information includes names and phone numbers for contacts. <br />VI. Fee Structure with Regard to Billing and Expense <br />Invoicing for the search will be as follows: <br />x 50% of the professional fee and out-of-pocket costs incurred to date will be invoiced <br />following the candidate presentation/selection. <br />x 50% of the professional fee and out-of-pocket costs will be invoiced at the conclusion <br />of the search. <br />If the City wishes we have the ability to issue one invoice for the project upon completion of all <br />steps. This is an opportunity we can explore in our discussions.
