4.0 BACKGROUND: <br />4.1 Caribou Coffee (Jeff Johnson) has entered into a lease of the former Casual Living <br />furniture store at 2115 Snelling Avenue to convert 2,644 sq. ft. into a Caribou Coffee. <br />The remaining space will be leased to another tenant. The specific request seeks to <br />utilize the existing southern drive lane and install a window for drive-thru order/pick-up <br />purposes. <br />4.2 The l.l acre parcel is located in a B-3, General Business District, and the Comprehensive <br />Plan designates the property as Business. Adjacent land uses include residential to the <br />west and restaurants to the north and south. Color Tile is the other tenant in the subject <br />structure. <br />4.3 Caribou Coffee desires to utilize 2,644 sq. tt. of the former Casual Living as a coffee <br />shop and sub-lease the remaining area. The City Code identifies a coffee shop/cafe as a <br />Restaurant Class II - Fast Food Convenience and a permitted use. However, the <br />inclusion of a drive-thru service window requires a CONDITIONAL USE PERMIIT. <br />4.4 The existing structure dates back to 1973 is approximately 9,700 sq. ft. in size and lies <br />along the western frontage road adjacent to Snelling Avenue. The site also shares a <br />westerly easement for access purposes with 3 properties (Arby's, Famous Dave's, and <br />Burger King), which provides vehicular access to County Road B. <br />4.5 The proposed drive-thru window is located along the south side of the structure and <br />utilizes an existing 14 foot wide drive lane. Although its previous use may have included <br />two-way traffic, the width of the existing drive lane is only conducive to one way traffic. <br />The site does include a properly designed and functioning t�vo-way access along the <br />nocth property boundary. <br />4.6 The on-site parking is shared by all tenants and is located adjacent the frontage road and <br />structure and at the rear of the property. <br />5.0 STAFF COMMENTS: <br />5.1 On July 20, 2006 the Roseville Development Review Committee (DRC) met to review <br />and comment on the Caribou Coffee proposal. Specific comments included slight <br />modifications to the site that would better facilitate the one-way drive-thru, striping for <br />on-site parking, and directional signage for directing customers to the drive-thru lane. <br />52 The site is pre-existing and does require a certain level of improvement to achieve <br />compliance on certain requirements of § 1010 Design Standards. Specifically the existing <br />shed at the rear of the structure should be removed; the existing trash/recycling <br />dumpsters must be screened from view (solid board-on-board fence w/gate); and <br />coniferous shrubs must be installed adjacent to the frontage road to provide adec�uate <br />screening of vehicle lights. <br />PF3782_RPCA_080206 Pagc 2 of � <br />
