8.2 Recommendations from the T�vin Lakes Stakeholder Panel will be incorporated to <br />include the following: <br />Desi�n Issues <br />• Maximize the opportunities for pedestrian linkages <br />• Explore opportunities for innovative surface water treatment incorporated into <br />amenity corridors <br />• Capitalize on positive views through detailed site design <br />• Protect Langton Lake Park <br />o Buffer development <br />o Treat surface water before it enters the lake <br />o Improve access to and around lake <br />o Create open space connections ("green fingers") into the surrounding <br />development <br />� Utilize walkways and plantings to break up surface parking lots, especially in <br />retail areas <br />• Develop a cohesive sign character, to minimize visual impact while still <br />communicating the quality of and tenants in the redevelopment area <br />• Create an architectural palette that reinforces the character and yuality of the <br />redevelopment <br />• Develop an overall theme and level of quality for the Twin Lakes area <br />9.0 STAFF RECOMMENDATION: <br />9.1 The Development Review Committee and the Community Development Departinent <br />have concluded that the GENERAL CONCEPT phase of the Twin Lakes West <br />development meets the requirements for consideration by the Roseville Planning <br />Commission for their consideration of an advisory recommendation to the Roseville City <br />Council. Specifically we conclude that the request for RIGHT-OF-WAY and <br />EASEMENT VACATION, PRELIMINARY PLAT, REZONING, and GENERAL <br />CONCEPT PLANNED UNIT DEVELOPMENT do not conflict with the Roseville <br />Comprehensive Plan (and the properties designation of BP, Business Park) or the 2001 <br />Twin Lakes Business Park Master Plan. Further, staff has concluded that, in a great <br />number of ways, it fulfills the goals, policies and strategies set forth in the 2001 Twin <br />Lakes Business Park Master Plan.
