NIN S�I 13 <br />RE: Review of Roseville Twin Lakes Concept Plan dated October 6, 2006 by Rottlund Companies <br />Dear Mr. Stark: <br />Per your request, �ve have been asked to provide an opinion regarding the intent of the 200] Twin <br />Lakes Business Park Master Plan (the "Master Plan"). Specificallv, you have inc�uired as to ���hether <br />the intent of the Master Plan was to prescribe the development of specific uses on specific sites <br />(termed "Opportunity Areas") or ifthe intent was to illustrate the ability to mix uses aliowed as part of <br />the "BP- Business Park" Comprehensive Plan designation in a number of different patterns to afford <br />flexibility and market sensitivity. Both Dennis Vl'elsch and Cathy Bennett ���ere the staff authors of the <br />Master Plan which was rene«�ed in 2001. Ll addition, we were instrumental in the preparation of the <br />AUAR that was conducted based upon the "worse case" scenario deve[oped from the Master Plan. <br />The purpose of the 2001 Master Plan was to refine plans from I 988 and 1996 based upon current <br />market conditions presented in 2001. The ao11s and policies of the Master Plan were to protect <br />Langton Lake and adjacent residential areas by creating a livable environment of mixed uses in <br />addition to providing quality jobs, cteaning up contamination and blight, increasing the tax base and <br />providing flexibility in future site development This ��ras ���ith the understanding that the T�vin Lakes <br />area would be redeveloped as guided by mastee p(ans as far back as 1988. <br />As part of this process, in 2001 after direction fi-om the City Council, a new comprehensive plan <br />designation was created and referred to as mixed use business park. (Twin Lakes was not the onfy area <br />provided with that designation in the City) <br />The purpose of the mixed use business park designation was to allow for the integration of fand uses <br />and provide flexibiliry in the concepts that would be reviewed in the future. "I'his «�ould be <br />implemented through the use of a planned unit devetopment zoning process. The designation included <br />office park uses and a mia of service retail and housing �vithin a livable campus settina.
