REQUEST FOR COUNCIL ACTION <br />DATE: 6/23/97 <br />ITEM NO.: F-1 <br />Department Approval: <br />Manager Reviewed: <br />Vv`' \ � <br />r\�`''� <br />Agenda Section: <br />Reports and Recommendations <br />Item Dacription: Approve assessment agreement, City Project P-97-03 <br />McCarrons Boulevard reconstruction project <br />BACkground: The home at 300 S. McCarrons Boulevard is owned by David and Lisa Booms. <br />The home is situated on the south side of S. McCarrons Boulevard between Western Avenue and <br />Galtier Street as shown on Exhibit A. The garage which serves the residence is currently located <br />very close to the property line. The garage is at approximately the same elevation as the existing <br />roadway, and the home is located 25 feet above the roadway atop a steep slope. <br />As part of the reconstruction of S. McCarrons Boulevard, it is necessary to raise the level of the <br />roadway approximately 3 feet to improve the driveway slopes for the properties adjacent to the <br />Booms residence. In addition, the south edge of the roadway will be shifted approximately 8 feet <br />to the south to accommodate the pathway. This is shown on Exhibit B. As a result of the <br />proposed construction, the Booms will be left with a driveway approximately 17 feet long and a <br />garage approximately 3 feet lower than the street. <br />After discussing this issue with the Booms, they decided that this would be an appropriate time to <br />investigate having the existing garage removed and constructing a new garage further from the <br />roadway. After researching the cost of such an undertaking and available financing, the Booms <br />decided that reconstructing the garage was cost prohibitive. <br />Because the road reconstruction project will be better accommodated if the Booms' garage is <br />reconstruct�d at a location further from the property line, staff feels that it is appropriate to assist <br />the Booms effort to reconstruct their garage. To that end, staff recommends that the City finance <br />the garage reconstruction and assess the cost to the Booms as part of the McCarrons Boulevard <br />project. <br />The City Attorney has drafted an assessment agreement between the City and the Booms, a copy <br />of which is attached. The higtilights of the agreement are as follows: <br />The City's contractor will remove the existing garage and excavate as necessary to <br />accommodate construction of a new garage. As part of this work, the City's eontractor will <br />also remove vegetation and relocate the existing sewer and water services as necessary. <br />
