7.0 RECOMMENDATIONS: <br />7.1 The Community Development Staffrecommends approval of a MINOR SUBDIVISION <br />to allow the creation of two standard parcels at 156 Woodlynn Avenue, based on the <br />information provided in Section 5 and comments/findings in Section 6 of the project <br />report dated November 13, 2006 and the following conditions: <br />a. The provision of a 10 foot wide utility and drainage easement around the <br />perimeter of the parcel and a 5 foot wide utility easement along the newly created <br />interior property line. <br />b. The City policy is to require payment of the Metro Area Sewer Availability <br />Charge (SAC) upon the issuance of a building permit. In this case, a$1,500 SAC <br />fee is required per new parcel and will be collected with the issuance of a building <br />permit for Parcel `B". <br />c. Park dedication fee may be required per the recommendation of the Park and <br />Recreation Commission. <br />d. Prior to the issuance of a building permit for Parcel "B", a permit shall be <br />submitted and approved for the relocation of the existing driveway in accordance <br />with the City Code. The permit application shall include a property survey of <br />Parcel "A" and the proposed driveway. <br />e. A grading plan, soil borings, and the survey illustrating lot lines, the proposed <br />house/garage with setbacks, shall be submitted with the building permit <br />application for Parcel "B". <br />f. Within thirty (30) days after approval by the City Council, the applicant shall <br />supply the final survey to the Community Development Director for review and <br />approval. A certificate of survey shall be required on all proposed parcels. After <br />completion of the review and approval by the City Manager, the survey shall be <br />recorded by the applicant with the Ramsey County Recorder within sixty (60) <br />days. Failure to record the subdivision within sixty (60) days shall nullify the <br />approval of the subdivision.
