Regular City Council Meeting <br /> Monday,June 17, 2013 <br /> Page 27 <br /> Councilmember Laliberte questioned if vendors provided incentive programs for <br /> compliance, such as points, coupons, discounts, or something that the residents <br /> could personally receive. <br /> Mr. Pratt advised that those programs cost more, and at this time, there were only <br /> a few offering them. <br /> Councilmember Laliberte advised that her only concern was that they were not <br /> precluded. <br /> Regarding the mandate that RFP's have to be submitted on recycled CD's or pa- <br /> per (page 46), Councilmember Willmus expressed his inclination to not include <br /> that as a mandate. <br /> Mr. Pratt advised that some members of the PWETC may disagree; with Coun- <br /> cilmember Willmus responding that it was his perspective to remove that man- <br /> date. Mr. Pratt advised that it had been removed last time. <br /> Councilmember Laliberte noted that it was not mandated in other RFP's and sug- <br /> gested it not should be specified for this one alone. <br /> Councilmember Etten agreed; and questioned if anyone actually took the time to <br /> determine if the RFP was submitted on a reformatted CD or not. <br /> Mayor Roe indicated that the consensus was to remove that mandate from the <br /> RFP. <br /> Regarding evaluation of criteria and weighting (page 47), Councilmember <br /> Willmus suggested that the pass/fail side needed more articulation; with Mr. <br /> Schwartz advising that the bench handout provided the value added provided that <br /> evaluation. Councilmember Willmus expressed appreciation for that clarification. <br /> In conclusion, Councilmember Willmus noted, that since there appeared to be a <br /> consensus for single stream, he questioned where the cart versus bin discussion <br /> came in; and questioned if it should be left open. <br /> Councilmember McGehee advised that she had heard no one wanting a bin, but <br /> all seemed to prefer a cart. <br /> Councilmembers Etten and Willmus concurred. <br /> Direction provided by consensus was to only consider carts, not bins. <br />
