District 2 <br />Planning District 2 runs from Clevcland Averme on the <br />west to Snelling Avenue on the cast, and from County <br />Road D on thc north m County Road C2 on the south. <br />In Planning District 2, the primary existing land uses <br />are low-densiry residential, institutional, and parks/open <br />space. "Ihe Northwestern College campus is partially <br />located within Roseville adjacent to Lake Johanna in <br />the northeast corner of the district. Langton Lake and <br />Oasis Pond and the parks/open space sunounding them <br />are located along the southern border of the district and <br />providc separation betwecn thc residential neighbor- <br />hood and the nonresidential areas m the south. <br />Lond Use lssues <br />'Ihe primary land usc issues in Districr 2 occur on thc <br />edges. "Ihis district's southcrn cdge borders thc Twi❑ <br />Lakcs Rcdcvclopment Arca, currcndy a mix of industtial <br />and vacant land. The Comprehensive Plan guides the <br />Twin Lakes arca for a mix of residential and nonresiden- <br />tial land uses. Attention should be given ro establishing <br />appropriate transition/buffcr land uses bctwccn £uture <br />land uses in the Twin Lakes arca and the existing low- <br />density msidcntial uses in Planning District 2. <br />Similaz transition issues exist with the more intensive <br />land uses along S�elling Avenue adjacent to Northwest- <br />em College and along Clcveland Avenuc. Northwestern <br />College has continued to grow in size, which creates <br />pressures ro expand its campus. In particular, there is a <br />growing presence of student housing, some owned by <br />the college, cast of Snelling Avenuc and south of County <br />Road C2.
