19 4.O BACKGROUND <br />20 4.1 Mr. Heffernan owns the property at 893 County Road C2, which has a Comprehensive <br />2� Plan designation of Low-Density Residential (LR) and a zoning classification of Single- <br />22 Family Residence District (R-1). <br />4.2 This �otv�l7�otvA[. usE request has been prompted by the applicant's desire to construct a <br />2a 1,008-square-foot detached building. A previous approval for the same accessory building <br />2� in September 2007 expired as a result of the fact that inclement weather and the birth of <br />2o his twins prevented Mr. Heffernan from securing a building permit with the required 6 <br />z� months. <br />2� 5.0 <br />2� 5.1 <br />30 <br />3� 5.2 <br />32 <br />33 <br />3G <br />3� 5.3 <br />36 <br />3� 5.4 <br />38 <br />39 <br />ao <br />41 <br />42 <br />43 <br />STAFF COMMENTS <br />Section 1004.O1A1 (Number Allowed) of the City Code permits up to 2 accessory <br />buildings on a single-family residential property. <br />Section 1004.01 A3 (Size Limit) limits the total floor area of accessory structures to the <br />lesser of the following: <br />a. <br />b. <br />40% of the required rear yard area (i.e., 1,272 square feet on this property); or <br />864 square feet <br />Section 1004.O1A4 (Requirements for Increased Size), however, allows up to 1,008 <br />square feet of accessory building floor area as a cotvDtT�otvAL uSE. <br />Section 1004.01 AS (Overall Area) further limits the size of accessory buildings by stating <br />that the combined floor area "of attached garage and detached accessory building(s) <br />shall not exceed the exterior dimensional footprint of the principal structure, excluding <br />any attached garage footprint." The existing attached garage plus the proposed 1,008- <br />square-foot accessory building add up to about 1,465 square feet, whereas the residential <br />footprint of the principal structure (not counting the attached garage) is about 1,725 <br />square feet. <br />44 5.5 The area of the subject property is approximately 35,600 square feet; §1004.O1A6 <br />45 (Maximum Total Surface Area) of the City Code permits up to 10,680 square feet of <br />46 impervious coverage on a lot this size. Existing impervious surfaces cover about 3,340 <br />47 square feet, and the proposed detached structure would increase the total impervious <br />4� coverage to about 4,350 square feet (12% of the total lot area). <br />4� 5.6 All of the above Code requirements work together to allow the proposed structure, but <br />5o this one building will utilize the maximum extent of such allowances and preclude the <br />5 � construction of any other accessory buildings on the property. <br />52 5.7 Section 1004.O1A13 (Driveway Required) requires that any accessory structure large <br />53 enough to accommodate one or more vehicles be provided with a paved driveway that has <br />�G access to a public street; if a detached building is to be used for yard equipment, collector <br />�� cars, or other seasonally-used vehicles instead of daily-use vehicles, however, no <br />�� driveway is required. <br />PF09-021 RCA 081709 <br />Page 2 of 4 <br />� ^ <br />
