5� 6.0 <br />—� — <br />REVIEW OF CONDITIONAL USE CRITERIA <br />58 6.1 Section 1014.01 (Conditional Uses) of the City Code requires the Planning Commission <br />59 and City Council to consider the following criteria when reviewing a cotvD�T�oNAL USE <br />co application: <br />G� a. <br />62 b. <br />63 C. <br />64 <br />c5 d. <br />c� e. <br />s i f. <br />Impact on traffic; <br />Impact on parks, streets, and other public facilities; <br />Compatibility of the site plan, internal traffic circulation, landscaping, and <br />structures with contiguous properties; <br />Impact of the use on the market value of contiguous properties; <br />Impact on the general public health, safety, and welfare; and <br />Compatibility with the City's Comprehensive Plan. <br />6� 6.2 Impact on traffic: The Planning Division has determined that an increase in traffic <br />s9 volume, due to the size of the proposed 1,080-square-foot accessory structure on the <br />�o property, will not be an issue given that the building will not be for storage of daily-use <br />� � vehicles and, consequently, will not have a driveway. <br />�2 6.3 Impact on parks, streets and other public facilities: The Planning Division has <br />�3 determined that the proposed accessory structure will not have an adverse impact on the <br />i4 City's parks, streets, and/or other facilities. <br />i� 6.4 CompaNbility ... with contiguous properties: Other detached buildings in the area <br />i � range from 120-square-foot garden sheds to accessory structures in excess of 900 square <br />� i feet. The proposed accessory structure would not appreciably change the circulation on <br />i� the property, and the proposed building would be located far away from structures on <br />�� adjacent properties and would be largely screened by several mature trees. <br />ao <br />81 <br />SL <br />83 <br />84 <br />a� <br />6.5 Impact of the use on the market value of contiguous properties: Although the current <br />proposal seeks cotvD�TtoNAL usE approval to build the largest accessory structure allowed <br />on a single-family residential property, the Planning Division has determined that the <br />proposed building is unlikely to have an adverse impact on contiguous properties because <br />it will be at least 225 feet from any other residence and will reduce clutter on the property <br />by housing several large items currently stored outside. <br />�c 6.6 Impact on the general pubtic health, safety, and welfare: The Planning Division <br />�� believes that the proposed accessory building will have no impact on the general public <br />8� health, safety, and welfare. <br />8s 6.7 Compatibility with the City's Comprehensive Plan: An accessory structure is a <br />so permitted use (and the proposed accessory building is a conditionally permitted use) in <br />91 the R-1 Single-Family Residence District and is compatible with the Comprehensive Plan <br />�2 designation of Low-Density Residential. <br />7.0 PUBLIC HEARING <br />ay The duly-noticed public hearing for this application was held by the Planning <br />95 Commission on August 5, 2009. No members of the public were in attendance to <br />9c comment on the issue, and only one person phoned City staff to inquire about the <br />s� application; this person had no objections to the proposed accessory structure.
