'
so ability to respond with fire apparatus in the event that a fire breaks out among or around
61 the boats.
62 5.4 Outdoor storage uses are required to be screened to a height of at least 8 feet by opaque
E fences or walls. The existing fabric screening over the chain-link fence facing County
s4 Road C was approved in the previous Interim Use Permit as satisfying the screening
ES requirements for outdoor storage uses. Opaque screening was not required along the
sc eastern, northern, and western sides of the property because these all face other industrial
s properties or the truck delivery lane behind the neighboring shopping center and are not
s in public view. Planning Division staff continues to support such screening and
6 recommends simply requiring that the material be maintained or replaced with other
o screening products allowed by the zoning code to ensure adequate screening in the future.
71
i2
i3
74
75
iE
ii
6.0 PUBLIC HEARING
The duly-noticed public hearing for this application was held by the Planning
Commission on October 7, 2009. After a brief discussion the Planning Commission voted unanimously (i.e., 4-0) to
recommend approval of the proposed coNToNAL uSE subject to the conditions in
Section 7 of this report.
7£s 7.O RECOMMENDATION
7 Based on the comments and findings outlined in Sections 4-6 of this report, the Planning
o Division recommends approval of the proposed coNDTotvAL usE to allow the
s continuation of the outdoor storage use, subject to the following conditions:
s2 a. The outdoor storage area shall continue to be adequately screened as viewed from
gs County Road C and similar screening shall be installed on other sides of the
84 storage area if and when the adjacent properties are redeveloped in some way that
s5 allows increased visibility of the storage area;.
SE b. Boats that are un-wrapped and in working condition may be displayed for sale in a
8 i display area along the south side of the screened/fenced storage area so as to be
e visible from County Road C, but all wrapped and/or inoperable boats shall be kept
8 within the screened storage area; and
90 C.
91
92
The storage and display locations shall be limited to the respective areas identified
on the site plan (included with this staff report as Attachment C) reviewed with
this application.
93 g.0 SUGGESTED ACTION
94 Adopt a resolution approving the proposed Co1vDITo1vaL USE for RECO Real Estate,
95 LLC to allow the outdoor storage of boats at 1705 County Road C, based on the
9c comments and findings of Sections 4 and 5 and the conditions of Section 6 of this report.
Prepared by: Associate Planner Bryan Lloyd (651-792-7073)
Attachments: A: Area map D: Draft Planning Commission minutes
B: Aerial photo E: Draft resolution
C: Site plan
PF09-025 RCA 102609
