We don't yet have the plan drawings, but we'll definitely have them in time for a proper <br />final review. <br />We zoning types are scratching our collective heads about the fact that this needs approval as a conditional use when <br />mounting equipment on the top of building should prob'ly just be a permitted use. Needless to say, we don'[ see much in the <br />way of zoning or land use problems. <br />Don Munson � <br />, <br />The work would tequirea building perrriit to verify the attachments are engineered to withstand a 90mph wind. <br />The CUP is likely required to avoid situations like that hotel in Maplewood that looks like a bad haircut. <br />T4C at 2755 Long Lake Rd <br />Original Post <br />The 7win Cities Chinese Christian Church (T4C) is, in a manner o( speaking, requesting a change in the text of the existing B- <br />3 zoning district to allow churches. As you'll see in the applicant's plans, though, this (like many churches these days) is not <br />a mnventional "church" because there's a whole host of cultural, community, and educational activities that would <br />accompany the worship use. <br />Although T4C has provided some graphical plans of what they'd like to do with the sile, take them more as indication of use <br />rather than as a specific site plan to be reviewed. Our first order o( business will be to evaluate the merits and potential <br />impacts of allowing a modem church in an area that's guided for "regional business" uses. The Comp Plan describes Regional <br />Business areas as "commercial areas with a mllection o( businesses that provide goods and se�vices to a regional markef <br />area. Uses found in Regional Business areas indude regional-scale malls, shopping centers of various sizes, freestanding <br />large-format stores, freestanding smaller businesses, multistory office 6uildings, and g�oupings of automobile dealerships. <br />Regional Business areas are located in places with visibility and access from the regional highway system (Interstate 35W <br />and State Highway 36)." <br />Don Munson <br />They likely will need 60' yards on all sides of the future building for allowable area purposes. Does not look like they <br />have that but with such a small plan I can't really tell. <br />My other concern would be the precedent allowing it in other B-3 locations. If allowed as a'permitted use' you would <br />see these churches go into existing buildings without permits, buildings they would actually not be allowed in per the <br />building code. Then a real noisy problem getting them out or upgrading the building. If this does go through and <br />churches become allowed, it should be as a CUP or something so that they must first notify and get approval from the <br />City. <br />John Loftus <br />I have concems with changing the lext of the zoning districL Primarily because, if these types of occupancies are allowed <br />withoul a CUP or other quidelines, we may end up with future places of assembly occupying spaces without adequate parking <br />space and causing all kinds of other problems because it is an allowed use. The parking issue at the <br />Centre Pointe buildiong is a good example of change of use without proper parking guidelines and now we are in a position of <br />trying to put 10 pounds of dirt in a 5 pound bag. <br />another issue would be building construction types, allowable areas and automatic sprinkler requirements which for typical B- <br />3 businesses would not necessarily be required. <br />Duane Schwartz <br />My concems would be parking adequacy, traffic impacts, Stormwater treatment, and compatability with other allowed <br />uses. <br />
