Is this that much different? I don't <br />think the neighbors will think so; some have sitting areas down by the fence, they will find <br />this activity and the smell very offensive. <br />Neither the health dept nor the City Code have a specific regulation prohibiting this, likely <br />because these enterprises are new and they were not anticipated. However, I would site City <br />Code Sections 407.01 Nuisance ('Any...matter emission ...which creates a...unhealthy <br />condition or which threatens the public...health...or sanitary condition of the City or which <br />is offensive...") and 407.02 D. Since our first <br />year will likely have a smaller number of dogs, that will allow plenty of <br />time (before our business grows to serve its projected full capacity) to <br />see if there are any issues with noise and enable us to accommodate for any <br />such noise that may occur. If individuals are still concerned with noise - <br />or are having a difficult time imagining a large number of dogs in such an <br />environment, I'd invite them to tour Pampered Pooch (located in St. Louis <br />Park) which houses an average of 80 dogs per day. If they don't have time <br />for an in-person tour, then they should take a look at one of their webcams <br />- http://pamperedpoochplayground.com/ (click "webcams" in top right corner) <br />and they will have the opportunity to see for themselves that this is very <br />common and will notice the dogs are not barking - simply playing with each <br />other. I'd also be happy to arrange for a tour of a Twin Cities dog daycare <br />for any individuals that are interested or have concerns so that they may <br />experience for themselves the noise levels that exist near and within the <br />daycare. <br />i <br />
