C- Initial Review <br />A dog hotel is a great idea for an industrial are, however, as proposed (with the outdoor dog area) it is a terrible <br />fit for this industrial area. The property abuts residential homes and with the outside play area complaints of <br />noise and smell will be never ending. <br />- Their own literature says the outside will be for dogs relieving themselves, even if (and it's a big i fl they pick <br />up the feces, how can this much urine not smell and negatively affect the neighborhood? <br />- Their own literature says there will be no 'incessant' barking. They obviously know there will be barking (and <br />complaints). <br />Issues: <br />- Noise of dogs barking. <br />- Who addresses complaints? Police? Planning? <br />- Urine poluting the ground outside. <br />- Smell annoying the neighbors and other businesses. <br />- SAC charges likely. <br />- How will they address health/sanitation inside the building. They only plan to paint the floors. Urine and <br />feces will saturate the building floor and seep into the ground under the building. The building is not designed <br />to address sanitation issues and they are proposing nothing. Not sure if anyone truly regulates this type of <br />facility. Ramsey County Health Dept? EPA? MN Dept Agriculture? <br />- Outdoor storage (of dogs) is not an allowed use in an industrial area or a residential area. <br />- They could not comply with stated performance standards in industrial areas (1007.O1.D) regarding noise and <br />odors (why would we then allow this in a residential area?). <br />As an indoor facility it would be questionable. <br />With the outdoor element, it is neither a good idea nor allowed by the zoning ordinance. <br />From: Bryan Lloyd <br />Posted: Tuesday, September 07, 2010 11:11 AM <br />Subject: Dog daycare as an interim use at 1430 Co. Rd. C- Initial Review <br />The short-time home of Hoeft Appliance is looking at a new tenant: The Woof Room. Under the current zoning <br />requirements, this would probably be a conditional use, but the property will soon* be rezoned for multi-family <br />residential uses which, as a zoning designation, is probably less accommodating of a dog daycare than the <br />present industrial zoning. But since redevelopment consistent with the forthcoming* rezoning is likely to be far <br />into the future, we've determined that approaching a dog daycare as an interim use is about the best bet. <br />The proposed physical plans are here, and you can find more to read on the subject here and here. <br />* the actual date of the rezoning is uncertain, as it appeazs ro be a retreating target. <br />
