REQUEST FOR COUNCIL ACTION <br /> Date: 7/22/13 <br /> Item No.:7.h <br />Department Approval City Manager Approval <br />Item Description: Approve Resolution Awarding Bid for Public Improvements at 3040 <br />Hamline Avenue <br />B <br />ACKGROUND <br />1 <br />The property owner at 3040 Hamline Ave. submitted a petition to the City Council requesting that <br />2 <br />the city install public water and sanitary sewer to serve two adjacent lots to the north of 3040 <br />3 <br />Hamline Avenue that were created on September 27, 1993. <br />4 <br />The public hearing for this project was held on February 25, 2013. Prior to opening the hearing, <br />5 <br />staff presented general information regarding construction, standards, and assessments that apply for <br />6 <br />this project. <br />7 <br />The proposed public improvements will extend public watermain and sanitary sewer to serve two <br />8 <br />lots to the north of 3040 Hamline Avenue. These lots are not currently served by public water main <br />9 <br />and sanitary sewer. A copy of the public Drainage and Utility Easement is attached. <br />10 <br />Bids were solicited for the contract in June.The bids were due at Noon, on Friday, June 28, 2013. <br />11 <br />Three qualified bids were received. After thorough review of the bids received, staff recommends <br />12 <br />awarding the work. <br />13 <br />The new home lots will be connected to Hamline Avenue by a shared private drive. This driveway <br />14 <br />and rain garden will be constructed by the property owner, after the City’s contractor completes the <br />15 <br />utility construction work. The Declaration of Easement Rights and Covenants agreement is <br />16 <br />attached. This agreement was put together by the property owner to clarify cross access and <br />17 <br />maintenance responsibilities for the three lots sharing the driveway. <br />18 <br />PO <br />OLICYBJECTIVE <br />19 <br />Based on past practice, the City Council has awarded the contract to the lowest responsible <br />20 <br />bidder. The low bid submitted by Dave Perkins Contracting, Inc, <br />24 <br />$98,623.00, is higher than the Engineer’s construction estimate of $89,714.00.
